Dr. Orvil Tice and Dr. Betsy Tice. Former President and Founder of FBC and FGRMC.

Reverend Tice and his dear wife are founders of both Full Gospel Restoration Ministers and Churches, as well Focus Bible College. Both ministries had there birth and infancy in California. Now since 1986 God has blest and brought together a wonderful spiritual family at FGRMC and blest with the perpetual growth of Focus Bible College.

Focus Bible College was formerly Full Gospel Restoration Bible College, which is the main bible college for the fellowship. Its impact is throughout the world, and with students studying in various countries.

Focus Bible College is overseen by the Chancellor Dutch Boer, Dr. Vossen and the Council of Elders of FGRMC. FBC is recognized by the State of Florida as a bible college able to issue degrees within the parameters of a defined course of study. FBC has international accreditation as well from ACI and works diligently to give its students the best training and education possible on their spiritual journey.

Heads the Council of Elders and is the current Chancellor of Focus Bible College.

Purpose of the Council of Elders is to draw wisdom in the administration of the office of General Bishop in admission and discipline of ministers.
Purpose of the Bible College to prepare  students for the preaching of the Gospel of Jesus Christ.

Dr. Patrick D. Vossen, President of FBC.

Dr. Vossen has been a licensed minister or pastor since 1983. He was an evangelist until becoming an assistant pastor at Calvary Pentecostal. After seven years there, he then went on to serve at the Hartford Lighthouse in the same position. He then went on to pastor a home missions work in the Old Saybrook, CT. area, FCF of Old Saybrook. At that time he also started work as spiritual advisor to divinity students at Yale Divinity School. After resigning the pastorate at FCF after more than ten year's he began to attend and later serve on St. Mark's Evangelism Committee, and was Men's Coordinator at the church. 

Dr. Vossen would later attend St. Stephen's, then move to Nebraska where he would work with Rev. Ellie Thober at Our Saviour in North Platte, Nebraska at which time he became involved with Full Gospel Restoration Minister's and Churches, and founded Covenant of Grace Ministry and Fellowship Inc.. CGMF now how has Neighborhood Fellowship Groups throughout Nebraska from Omaha to North Platte. Over 28 neighborhood groups have been developed, 18 of which are still a part an united entities. Others have become linked to other churches, or are independent in ministry and scope.

Dr. Vossen is charismatic and sacramental in his approach to the Word. Enjoying diverse reception in an interdenominational fashion within the Body of Christ. He currently serves as Founding President and bible teacher at CGMF in the Omaha area, and is a minister as well at St. Martin of Tours, preaching and serving on the Vestry Committee Board.

Dr. Vossen has attended Texas Bible College as well Catholic Distance University, and holds a honorary Doctorate from Trinity College, UK. He also holds a Doctorate of Theology in Ministry Development from Focus Bible College.
